The Synthetic Training Environment (STE) initiative is advancing through a structured acquisition process aimed at achieving Initial Operational Capability by 2021. Key components include two major competitions: one for the Common Synthetic Environment (CSE) and another for the Reconfigurable Virtual Collective Trainer (RVCT). These competitions follow an aggressive timeline with planned award dates initially set for late June and late July 2019, respectively. However, to reduce risk and expedite progress, the schedule was revised to award the CSE Other Transaction Agreement (OTA) by late May 2019 and the RVCT OTA by late June 2019. The process involves issuing Requests for Solutions (RFS) in mid-March for CSE and mid-April for RVCT, with submissions due approximately one month later. The STE Cross Functional Team, together with the Army Contracting Command-Orlando, is committed to open communication and transparency to support industry participation and competitive strategy development. An Industry Day event was held on January 30, 2019, in Orlando, Florida, to update stakeholders on acquisition plans and encourage engagement, with attendance capped to ensure manageable participation. Interested vendors were invited to register early and be advised of logistical details, including parking and security protocols. The government emphasized that this event and related communications do not constitute a contractual commitment, and no reimbursement for attendance-related expenses would be provided. Points of contact were designated to assist with inquiries regarding the CSE and RVCT procurements.

*** Updated on 5 Feb 2019 *** The following was added on 5 Feb 2019: Industry Partners, On Wednesday, January 30th, I stood in front of a full-house here in Orlando to brief the announcement of how the Synthetic Training Environment (STE) was moving forward in our acquisition process and how we believed the STE will achieve Initial Operational Capability in 2021. A major part of that process was the announcement and launch of two competitions: one for the Common Synthetic Environment (CSE) and an additional competition for the Reconfigurable Virtual Collective Trainer (RVCT). We informed you that our aggressive timeline included the award of the CSE OTA by late June and the RVCT OTA by late July. As the collective STE Cross Functional Team continued working through the week, the CFT conducted a deeper dive into our previous industry engagements and requirements documentation which has allowed for greater shared understanding. We identified an opportunity to further expedite our award schedules to mitigate risk of meeting the 2021 IOC date and buy down the fiscal risk associated with late 3rd/early 4th quarter award dates. After careful consideration of the impacts to both the internal Government teams as well as our industry partners, we are now moving towards the following tentative dates: Common Synthetic Environment: OTA award date late May 2019 Issue Request for Solutions (RFS), Mid-March >> Received RFS Submissions, Mid April >> Award, Late May Reconfigurable Virtual Collective Trainer: OTA award date late June 2019 Issue Request for Solutions (RFS), Mid-April >> Received RFS Submissions, Mid May >> Award, Late June Army Contracting Command - Orlando and the STE Cross Functional Team are sensitive to the consequences of these changes as teams begin to form and capture teams are created. We maintain our commitment to posting draft documentation as early as responsibly possible to aid in the formulation of your competitive strategies. We are charting new territory not only with STE, but agile acquisition and appreciate your commitment to joining us in this journey. For all inquiries related to the CSE, please continue to contact Mr. David Hector at david.b.hector.civ@mail.mil and for RVCT inquiries please contact Mr. Steve Figueroa at stephen.a.figueroa.civ@mail.mil. Sincerely, Brian Serra Contracting Officer STE-CFT *** End of 5 Feb 2019 update *** Synthetic Training Environment (STE) Industry Day and Path Forward The Synthetic Training Environment (STE) Cross Functional Team (CFT) will host an Industry Day to provide an update on the acquisition path forward for the STE.
