Human Resources Database System for San Marcos USD
Solicitation # 2026-15
The San Marcos Unified School District (SMUSD) is soliciting proposals under solicitation number 2026-15 for a comprehensive Human Resources Database System. The objective is to implement a platform that streamlines HR processes, ensures regulatory compliance, and integrates with existing tools such as Droplet, Ed Join, Frontline, and PeopleSoft. Key technical requirements include automated tracking for credentials and TB tests, evaluation management, role-restricted storage for confidential medical documents, and full ADA compliance. The project involves significant implementation services, including the migration of historical HR data and the conversion of manual processes into digital workflows. Proposals will be evaluated based on four scorable areas: price proposal (including a 5-year total cost of ownership), platform specifications and technical compliance, professional services and project delivery, and vendor experience with California TK-12 school districts. Bidders must provide at least three verifiable references from similar-sized public agencies. The contract is structured as a fixed-fee agreement with three renewal options extending through June 30, 2031. Notably, funding is contingent upon E-Rate approval, and the district mandates that no invoicing may occur until goods or services are delivered. Electronic submissions are required by November 19, 2026, and must include a completed vendor questionnaire and adherence to affirmative action and workers' compensation certifications.

The following questions from offerors were submitted to the Contracting Officer: Q1. Can you please tell me if solicitation number FA700019QA40 contains requirements similar to any work performed currently or in the past, or will this be a new requirement? A. This is a new requirement; this work has not been previously performed on the USAF Academy. Q2. Is the Air Force asking for offerors to design and build a simulator for the T-53A, that operates using Prepar3D and a compatible SR20 based aerodynamic model is the Air Force only asking for a software aerodynamic model to be designed, capable of all Statement of Objectives with no actual cockpit (hardware)? A. The USAF Academy only has a requirement for the design of the SR20 aerodynamic & VR simulated cockpit and aircraft model compatible with P3D in accordance with the SOO. The USAF Academy already has the hardware necessary to run the requested software models.

USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
