The Regional Contracting Office at Guantanamo Bay is preparing to issue a solicitation for a Video Archiving Services Contract, aimed at obtaining professional video editing, archiving, and post-production services. Although the draft Statement of Objectives (SOO) is available as part of acquisition streamlining efforts, access to it is restricted to companies that demonstrate relevant capabilities in these service areas. Interested vendors must submit a capability statement via email to request access, and the Government is seeking early feedback on the draft SOO, including comments on the requirements, pricing, contract types, and potential performance risks. Responses are to be submitted in writing by a specified deadline, with all communications handled electronically through official procurement websites. This draft SOO serves only as preliminary information for planning purposes and does not constitute a formal solicitation or commitment by the Government. Companies are encouraged to monitor FedBizOpps and the Army Single Face to Industry websites for the official solicitation release. The Government will consider but may not formally respond to the feedback received, and release of the draft does not bind either party. The contract falls under NAICS code 512191, reflecting the nature of the required video services, and seeks to facilitate a transparent and efficient procurement process while maintaining operational security.

Interested vendors are required to submit a capability statement with the request for access to contact@example.gov The draft SOO is being issued to encourage and promote early exchanges of information for this requirement as a part of the RCO GTMO's acquisition streamlining initiatives. The Government is seeking comments by interested companies relating to the draft SOO, such as reasonableness of requirements, pricing implications and risk of performance. Companies are requested to discuss appropriate contract types, and any other questions or concerns companies may have with the overall procurement. The Government is requesting companies to provide any comments or questions in writing via electronic mail at contact@example.gov no later than close of business, Friday, 7 August 2015. All information contained in this draft SOO is preliminary, subject to modification, and is in no way binding on the Government. The requested comments are for information purposes only. There will not be a formal posting of any comments received, but they will be considered by the Government and may be incorporated in the draft RFQ. Respondents are advised that the RCO GTMO is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
