The National Library of Medicine plans to amend its existing contract with Preservation Resources, located in Bethlehem, Pennsylvania, by adding a new line item to the current fixed-price, indefinite delivery contract focused on microfilming library materials for preservation. This addition will allocate up to approximately 50 hours annually for the project manager during each of the four remaining option years to perform specialized procedures or one-time projects related to the original statement of work. Preservation Resources is uniquely qualified due to its expertise in producing high contrast, continuous tone, and color microfilm that meets strict preservation standards. The contract will be awarded on a sole-source basis without full and open competition, justified by the contractor’s unique capabilities, the risks of duplicated costs and logistical challenges, and the potential delays that would arise if the work were competed. This approach aligns with federal acquisition regulations allowing for such awards under specific circumstances. The notice clarifies that it is not a Request for Proposals and that the award will proceed based on applicable authority.

The National Library of Medicine (NLM) awarded contract N01-LM-9-3531 on September 28, 1999, to General Electric Corporate Research and Development, One Research Circle, Niskayuna, New York, 12309 to assist in the development of an application programmer interface (API) known as the Insight Toolkit (ITK), and first implementation of a Segmentation and Registration Toolkit (SRT). It is the intent of the National Library of Medicine (NLM) to negotiate with General Electric Corporate Research and Development on a sole source basis to extend the current contract number N01-LM-9-3531 for twelve months to continue the overall goals of the project, which include streamlining the existing ITK code, improving the consistency of the internal software architecture, extending documentation of the existing algorithms and methods, and generating examples suitable for inclusion in courseware and educational materials associated with ITK. General Electric Corporate Research and Development is currently providing the required services, and will continue to participate in a design review of the ITK software, to improve, support, expand and rework DART, the internet-based, distributed regression testing structure of ITK, to accommodate acceptance testing of consortium contributed and publicly contributed code (including style, test coverage, and documentation as well as develop a mechanism to produce an electronic software acceptance ticket), and to demonstrate the integration of ITK with other visualization software through publishable examples. General Electric Corporate Research and Development has been performing the required services for the past three and a half years under the current contract. This requirement represents a continuation of the services they are currently providing to the NLM. By virtue of their expertise and experience gained through their development and implementation under the current contract, General Electric Corporate Research and Development is uniquely qualified and the only source capable of carrying out these required services in the required time frame and without duplication of cost to the government and undue delays. This notice of intent is not a Request for Proposals (RFP), nor is an RFP available. Based on authority cited in 41 U.S.C. 253(c)(1) (FAR 6.302-1(a)(2)), award to General Electric Corporate Research and Development without full and open competition is planned. See Numbered Notes 22 and 26.
