Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

The Delaware Valley Regional Planning Commission (DVRPC) is seeking to prequalify professional planning consultants for the Transportation and Community Development Initiative (TCDI), a federally funded program integrating land use, transportation, and economic development across the Greater Philadelphia region. This initiative covers municipalities in both Pennsylvania and New Jersey, with DVRPC serving as the federally designated Metropolitan Planning Organization. The solicitation, issued on March 30, 2026, aims to establish a vetted pool of consultants with expertise in six key planning categories: Community and Economic Development, Public Engagement, Municipal and Regulatory Planning, Residential Planning, Transportation and Infrastructure Planning, and Environmental Planning. Consultants must submit evidence of relevant project experience, including two qualifying examples per category claimed, detailing project scope, budget, deliverables, and client references. For New Jersey-related work, a valid New Jersey Professional Planning License is mandatory. The contract framework does not specify traditional FAR clauses or existing contract line items but stresses compliance with federal regulations, notably Title VI of the Civil Rights Act and digital accessibility standards per WCAG 2.1 AA, which apply to all deliverables. The solicitation imposes no DBE subcontracting goals but affirms equitable bidding opportunities for disadvantaged business enterprises. Consultants must submit proposals electronically as a single, accessibility-compliant PDF by June 30, 2026, and all deliverables must accommodate federal and state standards, including ADA requirements. While the period of performance and pricing will be determined in future task orders issued by project sponsors, the place of performance is primarily Pennsylvania, with projects potentially extending into New Jersey jurisdictions. Contract administration will be handled by DVRPC from its Philadelphia office, but ultimate authority for implementing plans rests with local and state governments. The solicitation focuses on prequalification; detailed award evaluation criteria and contract terms will be addressed in subsequent solicitations for individual projects.
