TDCJ - Allred Unit - Procurement of an HVAC System

The Texas Department of Criminal Justice is soliciting bids for the procurement, installation, start-up, and training associated with a new HVAC unit package at the Allred Unit in Texas, under solicitation number IW246650. The project requires the removal of the existing AHU1-1 rooftop unit from Building-1 and its replacement with a new unit that matches the existing roof curb and meets precise technical specifications, including 12,500 CFM capacity, 1.77 IN. WC static pressure, 21.1 HP fan motor, and 460/3 volt electrical requirements, with a design basis of 75°F 50% RH for cooling and 69°F for heating under 105°F ambient conditions. The unit must include a factory-installed economizer, louvered hail guard, four iWave-C commercial air cleaners, smoke detectors, a firestat, phase monitor, unit-mounted disconnects, and an indoor fan VFD controller for discharge temperature and fan volume pressure control. Installation must adhere strictly to manufacturer recommendations and field verification of conditions is required prior to commencement. The contract requires full compliance with Texas Government Code provisions, including indemnification of the state and TDCJ for negligence, intellectual property infringement, and failure to pay subcontractors, with no waiver of sovereign immunity. All equipment must meet OSHA and UL/FMRC/NEMA standards, and the vendor must certify compliance with ADA, suspension and debarment exclusions, human trafficking prohibitions, and the 2019 and 2021 NDAA restrictions on foreign adversaries. Respondents must submit sealed, signed proposals by June 25, 2026, pricing per unit shown, with prices firm for 30 days post-deadline, and no contact with user department personnel is permitted. Awards will be based on best value to the state using a combination of price, past performance, quality, and other factors, with TDCJ retaining complete discretion to reject any or all responses. Delivery must be F.O.B. destination, freight prepaid, during normal working hours, and all shipments must include purchase order numbers, part numbers tagged per the order, and applicable Material Safety Data Sheets. Invoices must be submitted to Accounts Payable in Huntsville, Texas, referencing the purchase order number and including a valid payee identification number, with EFT encouraged and refunds required within 30 days for any erroneous payments.
