Hillsborough County is planning to award a sole-source contract to Teledyne Instruments, Inc. for a one-time purchase valued at $83,227.00. The procurement includes advanced ambient air calibration and analysis equipment, such as the T700 Dynamic Dilution Calibrator, T500 CAPS Trace-Level NO2 analyzer, T703 Photometric Ozone Calibrator, and T400 UV Absorption Ozone Analyzer, along with necessary parts and training. These instruments are intended to replace outdated or discontinued equipment used by the Environmental Protection Commission to monitor ambient air quality across Hillsborough County. The data collected will support compliance with federal and state environmental regulations, including contractual obligations with the Florida Department of Environmental Protection and the EPA, as well as participation in the Photochemical Assessment Monitoring Systems program. The purchase is justified under the County’s procurement policy because Teledyne is the exclusive manufacturer and provider of these specific instruments, ensuring compatibility with existing monitoring systems. The County retains the right to extend the contract, modify the scope of services, or increase the award amount if necessary. Interested parties who believe they can supply equivalent equipment or services are invited to submit challenges by January 14, 2025, through the designated platform, after which the County will evaluate the submissions to determine if genuine competition exists.
