Full Description

The purpose of this RFP 25-08-PI is to solicit proposals from farmers, ranchers, registered non-profit agricultural associations, or researchers, that have experience with mitigation and control methods of Two-lined Spittlebug (TLSB) in Hawaiʻi County. Refer to the Objectives and Measurable Outcomes section of the RFP for the specific requests for each county. Priority will be given to farmers, ranchers, and researchers that have experience with treating and/or direct research on pest management of TLSB. HDOA will prioritize offers who are able to demonstrate the ability to treat large areas of infested land to re-duce the overall impact of TLSB. Priority will also be given to researchers providing overall guidance to industry dealing with TLSB. Sharing treatment protocols, evaluations, data, and recommendations to a broader audience will provide a larger overall impact than small scale experiments. To achieve this goal, the HDOA announces the availability of approximately $240,000 in general funds for these Biosecurity Projects. Funds may be split into multiple awards based on proposal submissions. TLSB2024_#2 will consider proposals with clear objectives, measurable outcomes that support achieving the objectives, and a process/method of data collection to show the measurable outcomes were met.
