AI Contract Overview
This contract, issued by the Portsmouth Naval Shipyard under solicitation number N3904026Q3088, involves the combined rental, maintenance, and operation support of a temporary dehumidification system equipped with inline electric heaters. The system must include one 5,000 CFM Desiccant Climate Control Unit (DCCU), two 60kW electric heating coils, flexible ductwork, and associated power cables, all designed to provide dry, tempered process air for industrial applications at the New London Subbase in Groton, Connecticut. The performance period spans a base duration beginning January 5, 2026 through February 15, 2026, with a two-week option extending to March 1, 2026. The contract requires compliance with applicable standards such as AHRI Standard 410 and the ASHRAE Handbook of Fundamentals, ensuring the units meet specified airflow, moisture removal, and environmental resilience criteria, including complete UL listing and NEMA 3 rating for outdoor electrical enclosures. Delivered equipment must be skid-mounted and weatherproof with electric resistance heating and meet operational thresholds within temperature ranges from -20°F to 110°F. Offerors are required to submit detailed technical proposals including pricing, labor rates, and equipment specifications under stringent instructions with a submission deadline of December 17, 2025. The evaluation methodology follows a Lowest Price Technically Acceptable (LPTA) approach, where proposals must satisfy all technical criteria to be considered and the contract award is primarily determined by price. Past performance is reviewed but does not influence the competitive trade-off. The contract includes several Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) clauses, along with NAVSEA-specific clauses addressing organizational conflict of interest, data delivery, packaging, and operational security. Special security provisions mandate contractor personnel to be U.S. citizens, restrict handling and dissemination of Controlled Unclassified Information (CUI), and enforce stringent OPSEC rules on site. Inspection and acceptance occur upon delivery at the government site, requiring government verification of compliance with performance, safety, and documentation standards. Payment is conducted via WAWF or Government Commercial Purchase Card, and proposals must be submitted electronically by registered entities in SAM.gov. The contract emphasizes maintaining equipment integrity during shipping, requiring protective packaging free of prohibited materials, and mandates permanent tagging of all major components in accordance with NAVSEA marking requirements.
