The contract titled "The Kraken" involves the modernization of the U.S. Navy Medicine Disorientation Research Device (DRD), a sophisticated motion platform originally developed by Environmental Tectonics Corporation (ETC) to support advanced aerospace medical research for the Department of War and other agency partners. The system, awarded under contract N00189-09-C-Z025 in January 2009 and activated in December 2016, features unique and high-performance capabilities that required a lengthy development and validation process. However, due to the extended development period, critical subsystems, notably the distributed I/O architecture based on Interbus technology, have become obsolete and lack current industry support, necessitating modernization to maintain the system’s operational readiness, safety, and maintainability. This contract is a sole-source procurement awarded to Environmental Tectonics Corporation because of the proprietary nature of the DRD system. Managed by the Department of Defense's Navsup Fleet Logistics Center in Norfolk, Virginia, with performance set at Wright Patterson Air Force Base, Ohio, the solicitation appeared on June 11, 2026, with a response deadline of June 15, 2026. The contract falls under NAICS code 541512, indicating IT services, reflecting the technical modernization service required to update the legacy system and ensure its continued use for aerospace medical research objectives. The primary point of contact is Esteffani Varela from the agency overseeing the contract.

The U.S. Navy Medicine Disorientation Research Device (DRD) also known as The "Kraken, is a bespoke and complex motion platform designed to support advanced aerospace medical research objectives unique to the Department of War and other agency partners, built by Environmental Tectonics Corporation (ETC). Due to its unprecedented performance requirements and one-of-a-kind nature, the system underwent an extended design, development, integration, and validation period. DRD was developed under Contract N00189-09-C-Z025, with contract award in January 2009 and operational activation in December 2016. Due to the extended development lifecycle, core subsystems--specifically the distributed I/O architecture based on Interbus--are now obsolete and no longer supported by industry. Modernization is required to ensure continued operational availability, safety, and maintainability of this research asset. This is being procure on a sole source basis to ENVIRONMENTAL TECTONICS CORP due to propietary nature.
