Third-Party Review of the USDA's Center for Veterinary Biologics (CVB) Authorities, Regulations, and Guidance Documents

The USDA’s Center for Veterinary Biologics (CVB) is seeking a comprehensive third-party review of its statutory authorities, regulations, memorandums, notices, and supporting guidance documents through a combined synopsis/solicitation issued as a Request for Quotation (RFQ) under FAR Part 12, with solicitation number 12639526Q0102. This is an unrestricted, non-set-aside acquisition open to all responsible sources, classified under NAICS code 541690 with a small business size standard of $19 million. The work is performance-based and governed by a detailed Performance Work Statement (PWS) referenced as Attachment 1, which defines the scope over a 10-month period following contract award. The contractor must deliver a series of structured outputs including a project schedule, statutory authority compendium, regulatory alignment report, stakeholder engagement plan and insights, recommendations, and a final report, all delivered at specified milestones such as 30 days, 4 months, 6 months, 8 months, and 10 months after award. The place of performance is Ames, Iowa, and inspection and acceptance occur upon delivery at that location under the Government’s sole authority. Award will be made using a best-value, non-tradeoff approach under FAR 12.203, prioritizing technical superiority over price, provided the price is fair and reasonable and past performance is rated acceptable or neutral. Proposals must include resumes and professional references for proposed key personnel, signed contingent hiring letters, full conflict of interest disclosures, and up to three relevant reference projects with detailed scope and performance information. The evaluation places maximum emphasis on the technical approach, followed by past performance and then price. The contract includes strict requirements for data governance, AI compliance with OMB M-25-21 and M-25-22, and adherence to the NIST AI Risk Management Framework.
