The US Army Research Laboratory plans to award a sole source purchase order to James D. Klett, operating as Par Associates, for the development of a threat warning receiver model designed to predict the false alarm rate of threat warning receivers. This model aims to assess receiver performance in cluttered environments and against threats employing countermeasures and tactics to reduce effectiveness. The validation of the model will be conducted through planned experiments and evaluation of the experimental results. Although this is a sole source award under 10 USC 2304 (c)(1) and FAR 6.302-1, the government invites interested parties to express their interest and capability or submit proposals within fifteen days following the publication date, with the government reserving the discretion to decide whether to open the contract to competition. The necessity to model and validate threat warning receivers is critical for improving defense capabilities, and this contract reflects the Department of Defense’s emphasis on advanced technology to enhance threat detection reliability. The procurement is managed by the W6QK Acc-apg Adelphi office in Maryland, and inquiries can be directed to Barbara Gerace. The contract, titled "Threat Warning Receiver Modeling and Validation," was publicly posted in February 2006 on the federal contract portal, highlighting the government’s procedural openness despite the sole source intent.

RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
