Timber Rail Ties and Timber Guard Rails

Metra is soliciting bids under IFB 215414 for the supply of various timber railroad ties and guard rails to support the Engineering Track Division on an as-needed basis for a two-year period. The scope includes hardwood-treated cross ties, switch ties, bridge ties, guard rails, and pre-plated ties with galvanized steel E-clips, as well as treated tie plugs. All materials must meet or exceed the latest AREMA Manual for Railway Engineering standards and specific Metra drawings. The contract value is not to exceed 18 million dollars, with the award granted to the lowest responsive and responsible bidder on a lot, line item, or combined basis. Bids are due by 2:00 p.m. on September 24, 2026, via Metra's procurement portal, with a public opening conducted via Microsoft Teams. To be considered responsive, bidders must provide unit pricing for all items, a signed contract signature page, and various certifications including the Corrupt Practices Act, Non-Collusion, and Debarment and Suspension affidavits. Additionally, bidders must demonstrate experience by having successfully performed at least one contract for a Class I railroad or similar rail operator. The contract includes strict compliance requirements, including Buy America certification for awards exceeding 150,000 dollars and adherence to FTA and IDOT regulations. Mandatory insurance coverage is required, including Auto, General Liability, Umbrella, and Workers Compensation, issued by carriers with an AM Best rating of A-VII or better. Deliveries must be made within Metra's six-county region or within a 25-mile radius of designated sites, with shipments occurring between 30 and 60 days after order receipt and requiring 48-hour advanced notification.
