The contract requires provision of all necessary labor, supervision, materials, equipment, permits, certifications, and transportation to produce preliminary title commitments compliant with Massachusetts law and federal regulations, specifically mandating a minimum 60-year title search period. The work includes issuance of new title commitments—not based on prior or “back policies”—and may extend to optional services such as continuation of title commitments, closing and escrow services, deed review, handling of curative materials, and issuance of final ALTA U.S. title insurance policies. Deliverables must adhere to the Attorney General’s 2016 regulations governing federal land acquisitions and designated ALTA standards. The work is to be performed in Plymouth, MA, with all contract documents accessed exclusively via the SAM.gov portal. Submission of proposals requires active registration in SAM.gov, and the procurement is set aside for small business concerns under NAICS code 541191, with a size standard of $19.5 million. The contract anticipates a one-year period of performance, with preliminary title commitments due within 30 days of award and option-related deliverables due within 14 days after option exercise. The evaluation focuses solely on price, awarding to the lowest-priced, technically compliant offeror. Multiple amendments have extended the proposal due date through September 10, 2025, and clarified contract terms, including fixed-price structure and parcel identifications. Inspection and acceptance will be conducted administratively upon government review of submitted documentation, with up to 30 days allotted for acceptance and mandated resubmissions within specified periods if deficiencies arise. Special requirements include mandatory Department of Defense and Army security training for all personnel and strict compliance with force protection and antiterrorism measures. Payment is contingent upon government acceptance of deliverables, and invoices are to be submitted electronically to designated points of contact. No physical site visits or hard-copy solicitations are provided, and all communications and submissions are routed through SAM.gov to maintain compliance with federal acquisition regulations and small business procurement policies.
