AI Contract Overview
This contract is a 100% small business set-aside under NAICS code 562991 for septic pumping services across multiple recreation sites in the North Zone of the Tonto National Forest in Arizona, encompassing the Payson, Pleasant Valley, and Tonto Basin Ranger Districts. The base performance period runs from July 1, 2026, through June 30, 2027, with four optional one-year extensions, giving the government the potential to extend performance for up to five years total. The contractor is required to provide all labor, equipment, transportation, permits, and supervision necessary to pump and remove waste from vault toilets, holding tanks, septic tanks, and lift stations; clean and disinfect vault interiors; remove debris; and transport waste to approved off-site disposal facilities in full compliance with federal, state, and local environmental regulations. The use of extremely hazardous substances, ozone-depleting substances, and persistent bioaccumulative toxins is strictly prohibited, and all equipment must be leak-proof and capable of handling up to 4,000 gallons. Work is to be conducted Monday through Thursday during daylight hours, with services performed on an as-needed basis coordinated through the Contracting Officer’s Representative, and sites must be restored to a sanitary condition after each service. The solicitation is issued under FAR Subpart 12.6 as a combined synopsis and solicitation, indicating a commercial item procurement evaluated under a trade-off process rather than lowest price technically acceptable. Proposals must include a completed Excel-based Schedule of Items listing pricing for the base period and all four option years, a Technical Approach document detailing equipment, capacity, and waste disposal methodology, and an acknowledgment of any amendments. Only small businesses that are also women-owned small businesses may self-certify eligibility, and all offerors must maintain an active SAM.gov registration with a valid Unique Entity ID. Evaluation factors are weighted toward technical approach — specifically equipment, capacity, and waste disposal — followed by past performance and price, with award going to the highest technically rated offeror whose price is fair and reasonable and whose past performance is rated acceptable or neutral. Payment will be processed by the USDA Forest Service in Payson, Arizona, via paper invoice submitted to the specified address, and the Contracting Officer, Veronica Beck, holds sole authority to modify contract terms. The contractor must designate a contract manager with full operational authority and is subject to immediate removal of personnel for unprofessional conduct or safety violations. All services are delivered FOB
