This contract extension involves additional funding to support ongoing efforts to address the aftermath of the May 14, 2022, tragedy at the Jefferson Avenue Tops Market in Buffalo, Erie County. Although the market has reopened, many low-income residents remain unable to access it, forcing them to travel outside the neighborhood for affordable food, which is often cost-prohibitive. The Resource Council of Western NY collaborates with the Community Action Organization of Western New York (CAO) to provide nutritious food to this underserved community, ensuring that vulnerable residents do not go without essential sustenance. The extension, lasting five months, aims to sustain these efforts and offer continued support to a community that has faced decades of neglect. The funding increase is designated for the provision of nutritious food, addressing both food insecurity and transportation barriers faced by low-income residents. This initiative is uniquely awarded as a single-source contract to the CAO, recognized as the sole provider capable of fulfilling this urgent community need without a competitive bidding process. The contract, valued between $50,000 and $150,000, is managed by the NYS Department of State and is set to conclude on June 17, 2024. The primary contact for this procurement is Leah Golby, Contract Management Specialist 2, who can be reached via email or phone for further inquiries.

This initiative adds time and money to an existing contract. It seeks to continue to respond to the tragedy on May 14, 2022, at the Jefferson Avenue Tops Market. Although the Market has reopened many low-income residents are still tragically affected and are unable to re-enter the Market. This is the only Supermarket in the area, residents must travel outside the area to obtain affordable food. Unfortunately, the transportation cost offsets any savings and impacts already stretched by those of low-income. The Resource Council of Western NY is trying to fill this gap. Under this initiative CAO will continue to work in collaboration with the Resource Council to provide the community with nutritious food. This additional funding cost would cover providing nutritious food to a community that has been neglected and underserved for decades. This initiative will help to ensure that the low-income members of this community will not go without food and will also offer an additional layer of support for this vulnerable community.   Reason for advertising exemption: Single Source Award recipient: Community Action Organization of Western New York Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority.
