TOW 2026-15 - COMMISSIONING SERVICES - HIGHCREST ELEMENTARY SCHOOL

The Town of Wethersfield is seeking a qualified commissioning firm to provide comprehensive commissioning services for the Highcrest Elementary School project under solicitation TOW 2026-15, with proposals due by July 10, 2026. The scope of work is defined by AIA Document C203-2017 and includes all phases of commissioning—planning, design, construction, and documentation—with specific deliverables such as a Commissioning Plan based on Owner’s Project Requirements and Basis of Design, Commissioning Specifications with functional performance tests and startup procedures, construction phase coordination, operator training, and a final Commissioning Report containing test results, issue logs, and training documentation. The consultant must perform inspections of systems, review contractor submittals and test reports, and ensure all commissioned systems meet established acceptance criteria through verified Functional Performance Tests. All services including meetings, reviews, site visits, and tests are provided without additional cost to the owner under the basic contract, with any exceeding services billed at mutually agreed lump sums or time-and-materials rates per Exhibit B. The firm must demonstrate extensive experience in architectural and MEP design for K-12 educational facilities and have proven familiarity with the State of Connecticut Office of Grants Administration Process. Insurance requirements are stringent, mandating Commercial General Liability of $1M per occurrence and $2M aggregate, Automobile Liability of $1M per claim and aggregate, Workers’ Compensation at statutory limits with $500K Employers’ Liability, Professional Liability of $2M per claim and $3M aggregate, and Umbrella/Excess Liability of $5M per occurrence. The Owner, Wethersfield Public Schools, and the Board of Education must be named as additional insureds on all applicable policies on a primary and non-contributory basis. Work products are deemed work for hire and owned solely by the Town. The consultant is bound by strict non-discrimination obligations aligned with federal civil rights statutes, Connecticut law, and executive orders, requiring affirmative action in employment practices. Disputes must first go through mediation before proceeding to binding arbitration under the American Arbitration Association’s Construction Industry rules, with claims limited to ten years after project completion. Monthly payments based on services rendered are due within 45 days, with interest applied at one percent over the Wall Street Journal prime rate for late payments. Proposals must be submitted exclusively through the Town’s official bidding portal and adhere to all municipal, state, and federal affirmative action and equal employment opportunity requirements.
