Tower installation engineering and services

The Drug Enforcement Administration (DEA) is pursuing a sole-source purchase order under FAR Part 13, Simplified Acquisition Procedures, to award a contract for tower infrastructure subject matter expert solutions to Installation Services, LLC., located in Sycamore, IL. The acquisition, identified by solicitation number D-26-ST-0159, is not open to competition, with the government reserving the right to determine sole-source justification based on the Class Justification document attached to this notice. The North American Industry Classification System (NAICS) code is 237130, and the requirement is not designated as a total small business set-aside. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, meaning the award will go to the offeror whose proposal meets minimum technical standards at the lowest evaluated price, with no partial awards considered. Performance is expected to occur in Detroit, Michigan, while the contracting office is based in Springfield, Virginia. Proposals must be submitted electronically via email to jose.l.marin@dea.gov no later than May 6, 2026, at 10:00 AM Eastern Standard Time, using the solicitation number in the subject line, with no alternative submission methods permitted. The contractor is required to handle sensitive Department of Justice information, including data, source code, and methods of operation, with strict safeguards to ensure confidentiality, prevent unauthorized disclosure, and comply with NIST SP 800-37 Rev. 2, DOJ Order 0904, and FAR 52.227-14 regarding data rights. All government-owned materials and deliverables, including reports and documentation, become the exclusive property of the U.S. Government with unlimited rights. Personnel involved must undergo security vetting through the Defense Counterintelligence and Security Agency, obtain necessary clearances, and adhere to the National Industrial Security Program, with Facility Security Officers required to submit personnel lists and update them as changes occur. All contractor staff must sign Non-Disclosure Agreements and the DOJ IT Rules of Behavior, complete annual security and insider threat training, and comply with FISMA, NIST SP 800-53, and FedRAMP requirements. The contractor is prohibited from retaining PII or sensitive information, must report data breaches to the Security Operations Center within one hour of discovery, and must complete Privacy Impact Assessments in alignment with the Privacy Act and E-Government Act.
