AI Contract Overview
The U.S. Geological Survey is seeking industry input through a sources-sought announcement to inform an upcoming acquisition for the construction, maintenance, and modernization of radio communications infrastructure at over 550 remote seismic monitoring sites across northern and central California. The effort supports critical earthquake and volcano hazard monitoring programs operated by the Earthquake Science Center and Volcano Science Center. The scope includes comprehensive work on environmental control systems, generator and solar power systems, power distribution networks, backup battery arrays, grounding systems, communications shelters, communication towers, antenna installation and alignment, coaxial cable routing, and remediation of deficiencies identified during inspections. Work must adhere to ANSI/EIA/TIA 569 and Motorola R-56 standards, and contractors must hold valid California State License Board certifications for applicable trades. All activities require strict adherence to safety protocols, including tower climbing certification, escort requirements for site access, and immediate reporting of discovered sensitive or hazardous materials. The contract will be structured as a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle, with individual task orders issued later to define specific scope and pricing. Respondents must submit a capability synopsis not exceeding fifty single-sided pages with 12-point font and one-inch margins, along with their SAM UEI number, legal name, physical address, verified business size under the NAICS code 237130 with a $45 million size standard, and a designated point of contact with phone and email. Submissions are required exclusively via email to yangzhi_deng@ios.doi.gov and must be received by May 7, 2026, at 3:00 p.m. Pacific Standard Time; hard copies or web portal uploads will be rejected. The government explicitly states this announcement is for market research only and does not constitute a solicitation for proposals or a commitment to award a contract, nor will it compensate respondents for preparation costs. While no formal evaluation factors, contract clauses, pricing data, or delivery schedules are included at this stage, future task orders under the IDIQ will require detailed documentation including as-built drawings, photographic evidence, and final acceptance by USGS personnel following a site walkthrough. Work will be performed at various remote locations listed in Appendix A, with no centralized FOB terms specified and no packaging or marking requirements outlined.
