The Town of Westlock is inviting qualified consulting firms to submit proposals for a Commercial and Industrial Gap Analysis to support its 2026–2030 Comprehensive Economic Development Strategy. The project consists of two interrelated components: a Commercial Gap Analysis evaluating retail supply and demand within the town and its regional trade area, including a mandatory survey of 200–300 residents conducted via online, telephone, or postal mail, along with on-the-ground market reconnaissance and sales productivity benchmarking; and an Industrial Gap Analysis focusing on the four priority sectors—Agriculture, Manufacturing, Energy, and Forestry—assessing land availability, supply chain capacity within a 250-kilometer radius, logistics advantages tied to Highway 18/44 and CN rail access, and identifying unmet regional demand. Proposals may target one or both components, though the Town prefers a single team to deliver coordinated insights. All recommendations must address short-term, medium-term, and long-term horizons, and the Town retains final authority over survey questions and deliverables. Key deliverables include draft and final reports in both PDF and editable Word formats, a public summary, visual analytics such as maps and charts, raw survey data, a targeted prospect list and attraction strategy, transfer of all GIS layers and data files, and bi-weekly progress updates. The work is expected to be completed within 16 to 18 weeks following contract execution, targeting completion in the third or fourth quarter of 2026. Proposals must be submitted electronically by May 28, 2026, at 2:00 p.m. MST, and must include all twelve required sections, including a signed Signature Form, with strict adherence to the 30-page limit excluding supporting documents. Evaluation will weigh Project Cost and Timeline at 35%, followed by Team Qualifications at 25%, Understanding of Scope at 20%, and Representative Work at 20%. Applicants must provide three recent municipal references, demonstrate compliance with Alberta Workers’ Compensation Board requirements or equivalent insurance, and submit inquiries exclusively by email before May 14, 2026. The award is conditional on Town Council approval, anticipated for June 12, 2026.
