The contract entails the provision of English-to-French and French-to-English translation, proofreading, and revision services for the Industrial Sectors and Chemicals Directorate of Environment and Climate Change Canada, supporting the production of official documentation related to environmental and climate change initiatives up to 2030. Services are performed on an as-needed basis with tight turnaround times, requiring deliverables to be delivered in original formats without further editing and to meet Government of Canada publication quality standards under the Official Languages Act. The base contract period runs from the award date through March 31, 2029, with an irrevocable option for up to two additional one-year extensions through March 2031. Proposals must be submitted via email to soumissionsbids@ec.gc.ca by April 24, 2026, with a maximum file size of 25 MB, and must include separate technical and financial offers along with mandatory declaration forms. Evaluation will be based on a trade-off process where technical merit accounts for 60% and price for 40%, with two mandatory pass/fail criteria related to quality assurance and error control that must be met for responsiveness. Technical merit is further assessed through experience with high-visibility public-facing products, Canadian public-sector science and environment policy, use of government linguistic resources, and additional relevant experience. The contractor must be a Canadian-based supplier with a place of business in Canada and must comply with employment equity obligations under the Federal Contractors Program, anti-forced labor standards, and conflict of interest prohibitions. No security clearance is required, and all intellectual property rights in deliverables vest with the Government of Canada, alongside obligations for confidentiality, access to information, audit rights, and proactive disclosure of prior public service ties. Invoices must include proper financial codes, but no specific payment platform or remittance details are provided. All work is performed remotely within Canada, with inspection and acceptance solely the responsibility of the Government, though the contractor remains liable for defects.
