he BLM is reporting it's intent to solicit firms for a multiple-award Blanket Purchase Agreement (BPA) to support the preparation, completion, and updating of comprehensive Travel and Transportation Management Plans (TTMPs). Work may include transportation linear feature inventories, route evaluations, and development or updates of Travel Management Plans consistent with BLM Manuals/Handbooks and 43 CFR 8340. BPA call orders may include field data collection, standardized evaluations, geospatial documentation, and preparation of planning products needed for consistent, defensible travel management decisions. Establishing this BPA will streamline access to specialized expertise necessary to maintain a current, policy‑compliant travel network across BLM‑managed lands. This action is critical to fulfilling the BLM's obligations under the EXPLORE Act and SO 3435, which directs agencies to modernize recreation management and improve access across public lands.
