The Trusted Foundry Access III (TFA3) Manufacturing solicitation, identified by number HQ072723R0001, is issued by the Defense Microelectronics Activity under the Department of Defense. The program is managed by the Trusted Access Program Office to ensure the Department of Defense, the Intelligence Community, and other federal agencies have uninterrupted access to secure, state-of-the-art semiconductor foundry services. Specifically, the contract focuses on the fabrication of advanced microelectronic Application Specific Integrated Circuits (ASIC) and supporting processes to maintain a reliable supply chain of trusted manufacturers and address diminishing manufacturing sources. This effort is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ten-year ordering period and a total estimated ceiling of 3.127 billion dollars. While the solicitation process included multiple deadline extensions via Amendments 0001 and 0002, resulting in a final response deadline of May 11, 2023, documentation indicates a justification for a sole-source, multi-year Firm-Fixed-Price award to GlobalFoundries United States 2, LLC. The performance of this contract is centered in McClellan, California, and is intended to provide leading-edge manufacturing capabilities through fiscal year 2033.

The mission of the Defense Microelectronics Activity (DMEA) is to focus on the warfighter's needs by researching current and emerging microelectronics issues, leveraging advanced technologies to extend the life of weapon systems, improving reliability, maintainability, and performance, and addressing the problem of diminishing manufacturing sources. An important part of this effort is DMEA's role in ensuring that the Department of Defense (DoD) has access to a reliable supply chain of Trusted manufacturers of key microelectronics technologies. DMEA is the program manager for the DoD Trusted Foundry III (TFA3) program. The Trusted Access Program Office (TAPO) is chartered by the United States Government (USG) to find and accredit suppliers of Trusted microelectronics components. TAPO is entrusted to develop and maintain a reliable source of suppliers that give DoD, the Intelligence Community (IC), and other agencies required access to state of the art (SOTA) processes and services. The purpose of the TFA3 Program is to ensure uninterrupted access to measurably secure, State-of-the-Art semiconductor foundry services over a 10-year period of performance. This contract will continue to provide Trusted access to advanced microelectronic Application Specific Integrated Circuits (ASIC) technologies and supporting fabrication processes and services for the DoD and other federal agencies. Altium Server and Licenses
Solicitation # HQ072727QMH03
The Defense Microelectronics Activity is soliciting a firm-fixed-price contract under solicitation HQ072727QMH03 to upgrade its existing Altium license suite to Altium Enterprise and install an on-premises Enterprise server. This initiative aims to provide critical military design capabilities, including version control, configuration management, and component life-cycle management. The scope of work requires the installation and functional validation of the server by March 31, 2027, ensuring successful connection to a high availability SQL database cluster endpoint and a designated HA file share network path. Additionally, the contractor must demonstrate software interoperability, specifically with Solidworks Professional, and potentially with Keysight ADS, CST Antenna Magus, and PCB Doctor. The contract structure consists of a base period for the server installation and an initial four-month upgrade of 16 licenses, followed by three optional one-year renewal periods for 20 Altium Enterprise licenses extending through April 12, 2030. Award will be based on the best value, with price as the sole evaluation factor. Quotes are due by November 4, 2026, to Contracting Officer Mike Hallock. The procurement is justified as a sole source due to the proprietary nature of the software and the need to avoid incompatibility risks with existing PCB design tools.
