SOURCES SOUGHT


INTRODUCTION


The 136th Mission Support Contracting Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for billboard marketing.


The purpose of this sources sought notice is to gain knowledge of qualified contractors and their socio-economic size status under the associated North American Industry Classification System (NAICS) of 541850. The responses to this notice will aid in determining the appropriate acquisition approach for this requirement. The Government may request additional information if determined necessary.


BACKGROUND


The Texas Air National Guard (TXANG) Recruiting Team seeks to effectively advertise in major markets in order to achieve an optimal return on investment for recruiting efforts. All advertisements shall be static (no digital advertising or media) in nature. Advertisements of varying sizes found within the advertising industry may be used—billboards, bulletins, posters, etc. TXANG requires the ability to select different images/messages to be displayed on each individual billboard in order to address specific advertising priorities. NOTE: All image designs are to be completed and provided by TXANG with the understanding that edits may be required for proper display. Any required edits shall be approved by the TXANG.


PLACE OF PERFORMANCE


Advertisements shall be confined to an area within an 8-mile radius of each of the identified location when typed into Google Maps. The principal place of performance includes billboards in high vehicle traffic areas within the following major markets in the state of Texas:


  1. Dallas-Fort Worth-The University of North Texas, Texas Christian University, The University of Texas at Arlington, near Sheppard AFB.
  2. El Paso- The University of Texas at El Paso and near Fort Bliss on Loop 375.
  3. Houston- The University of Houston and Texas Southern, near Highway 10 or I‑45 Exit 30 and State Highway 3 going towards Ellington Field.
  4. San Antonio- The University of Texas at San Antonio and Texas State University (San Marcos). Highway I-35 from San Antonio to Austin, & Lackland AFB
  5. Killeen- Fort Hood near I-40 and/or I-95, Baylor University

ELIGIBILITY


Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The applicable NAICS code for this requirement is 541850 with a Small Business Size Standard of $34.5 million. The Product Service Code is 9905.


ADDITIONAL INFORMATION


The Government anticipates issuing future solicitation(s) on a competitive basis and utilizing a Firm Fixed Price contract type. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government.
