The U.S. Geological Survey (USGS) plans to award a firm-fixed price purchase order to the University of Florida Leadership and Education Foundation (UFLEF) to sponsor the 2016 "A Community on Ecosystem Services" (ACES) conference. This conference, managed by UFLEF under the University of Florida’s Institute of Food and Agricultural Sciences, focuses on advancing knowledge and sharing information related to ecosystem services—a critical area for resource management and conservation aligned with USGS’s Science Strategy. The sponsorship includes an 8'x8' display booth for USGS to showcase its programs and resources, as well as four conference registrations. The event offers a unique platform for networking, interdisciplinary dialogue, and presenting state-of-the-art ecosystem services science and decision-making tools, and it is held bi-annually by the University of Florida, making UFLEF the only entity that can conduct this event. The contract period of performance spans from December 5 to December 9, 2016. USGS has determined there is no other source capable of providing the same technical expertise and services and thus intends to make the award to UFLEF unless other potential vendors come forward by November 23, 2016. The sponsorship supports USGS’s goals to promote ecosystem services integration in federal decision-making, consistent with guidance from the Executive Office of the President. Given the specialized nature and organizational requirements of the conference, this procurement aligns with both USGS’s mission and the unique standing of the University of Florida as the exclusive organizer.

The USGS has a requirement for a firm-fixed price purchase order to the University of Florida Leadership and Education Foundation (UFLEF), a not-for-profit administrated by the University of Florida, Institute of Food and Agricultural Sciences (IFAS) and follows the IFAS mission to develop knowledge in agriculture, human and natural resources, and to make that knowledge available to people to sustain and enhance their quality of life. The purchase order is for sponsorship of the 2016 "A Community on Ecosystem Services" (ACES) conference, which is managed and organized by UFLEF. The sponsorship provides the USGS with an 8'x8' display booth to feature its programs and resources to conference attendees. In addition to the booth, USGS will receive four (4) conference registrations. Period of Performance will be as follows: 12/05/2016 through 12/09/2016 The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to UFLEF unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Chris Kuhn, via email at contact@example.gov no later than 12:00 PM EDT, Wednesday, November 23, 2016 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. The ACES 2016 conference provides a unique opportunity for USGS scientists to share and obtain information on state-of-the-art ecosystem services science and practice. There is no other conference in the US that provides the breadth and depth of ecosystem services expertise. The purpose of ACES 2016 is to provide a needed forum for sharing information on state of-the-art methods, tools, and processes related to ecosystem services and their effective use in decisions. The issue of ecosystem services has become an increasingly critical factor in resource management and conservation. These important issues require an understanding of the services provided by ecosystems and ways they can be valued and used in decision making. ACES 2016 is the only forum to provide a needed platform for sharing information on state-of-the-art methods, tools, and processes related to ecosystem services and their effective use in decisions. The interdisciplinary nature of ACES will facilitate interactive discussions and networking to create and build partnerships while sharing lessons learned from the field. The topic of ecosystem services is essential to the USGS and its Science Strategy, as indicated in the October 2015 Memorandum from the Executive Office of the President directing Federal agencies to incorporate ecosystem services into decision making. The ACES 2016 Conference is a University of Florida event held on a bi-annual basis. As a University of Florida event, this event cannot be conducted by an organization other than the University of Florida.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
