UAVs, Thermal Cameras & Training for Bosnia

The U.S. Department of Defense, through the Office of 0409 Aq Hq Contract, is seeking a firm fixed price contract for the delivery of four unmanned aerial vehicles (UAVs) equipped with mountable radiometric thermal cameras, eight replacement batteries, and comprehensive training and certification for 16 personnel on both theoretical and practical UAV operations. The contract requires full compliance with technical specifications outlined in Attachment 1, including a two-year warranty on all UAVs and cameras, and mandates that all equipment be manufactured in the U.S., a qualifying country, or a designated country. All items must be uniquely identified in accordance with MIL-STD-130 using a two-dimensional Data Matrix symbology compliant with ISO/IEC 16022, encoding enterprise identifier and serial number data, and conforming to MIL-STD-129 for shipment and storage labeling. Delivery is due no later than 90 calendar days after contract award and must be transported FOB destination to Camp Butmir, Bosnia and Herzegovina, with the contractor bearing all shipping costs and risks until final acceptance. Acceptance will be conducted by the U.S. Government at the destination, based on strict adherence to technical requirements and certification of training completion. The solicitation operates under a Lowest Price Technically Acceptable (LPTA) evaluation model, where offers must first meet non-negotiable technical, performance, and risk thresholds. To pass, the offeror must demonstrate full compliance with technical specifications, submit a capability statement confirming a U.S.-based or qualifying country origin, a repair facility located in Bosnia, and registration in the Bosnia and Herzegovina Defense Cooperation Agreement, and provide acceptable Supplier Performance Risk System (SPRS) risk scores, excluding yellow, red, or grey ratings. Only offers deemed technically acceptable and with an acceptable SPRS rating will proceed to price evaluation, where the lowest valid bid will be selected. The contract enforces rigorous cybersecurity and supply chain integrity standards, including compliance with NIST SP 800-171, safeguarding of defense information, prohibition of counterfeit parts, and adherence to trade agreements that restrict procurement from certain foreign jurisdictions such as Xinjiang and the Maduro regime.
