The University of Maryland Global Campus is seeking qualified third-party providers of high-quality, skills-based short-form learning content to integrate into its upcoming Workforce Development Marketplace, targeting adult learners including working professionals, military-affiliated individuals, and those utilizing employer tuition assistance or Credentialing Assistance programs. Proposals must demonstrate proven curriculum aligned to observable workforce skills with measurable outcomes, a minimum demonstrated learner completion rate of 70% at 150% of course time, and full compliance with WCAG 2.1 AA accessibility standards—WCAG 2.2 AA is preferred. Content must include defined start and end dates to support Credentialing Assistance requirements, and vendors must provide integration documentation for D2L API/LTI, monthly learner metrics including engagement and NPS scores, and critical security documentation such as VPAT, SOC2, and HECVAT reports. All offerings must adhere to federal, state, and international data privacy laws, including GDPR and FERPA, and conform to UMGC’s Information Governance and Security policies. Proposers must be registered corporations in good standing with Maryland, certify compliance with anti-bribery, drug-free workplace, and minority business enterprise regulations, and agree to provide evidence of adequate staffing and designate an account manager. Proposals must be submitted electronically via the UMGC Bid Locker portal in two entirely separate volumes—technical and price—failure to do so results in disqualification. The technical proposal must include completed Appendix A forms, contain no pricing information, and demonstrate alignment with mandatory technical requirements. The price proposal must use the prescribed Excel pricing worksheet, selecting either a revenue share or flat fee model, with all fees itemized in Part 2, and include the Living Wage Affidavit if applicable. The total aggregate value of all contracts awarded under this solicitation is capped at $1,000,000. Technical merit carries greater weighting than price in evaluation, and failure to meet any mandatory requirement will result in automatic disqualification. Selected contractors will enter into agreements running through October 31, 2027, with an option for UMGC to extend for up to three additional years without increasing contract value. Contractors must comply with indemnification and limitation of liability clauses, may not subcontract without prior written approval, and must allow full audit access to records. Full Description
The offerings will support UMGC’s commitment to affordable, flexible, and stackable noncredit learning opportunities that align with labor market demand and meet the needs of our diverse learner base. Programs should be designed for working adult learners seeking to upskill or reskill to advance their careers, including individuals leveraging employer tuition assistance benefits. Additionally, offerings should ideally serve active-duty military and affiliated learners utilizing Credentialing Assistance (CA).
Technical and Price Proposals are due no later than 10:00 AM ET on July 7, 2026 (Please submit technical and pricing proposals separately). Please read the directions carefully for electronic submissions to Bid Locker addresses. Proposals are not to be submitted directly to the Issuing Office.
