MARAD Request for Information on Potential Vessel Leasing
Solicitation # MARADVesselLeaseRFI2026
The Maritime Administration (MARAD), under the Department of Transportation, has issued a Request for Information (RFI) to assess the U.S. maritime industry's technical and financial capability to deliver strategic sealift ships. Specifically, the government is exploring a potential acquisition strategy to lease up to 10 newly constructed, coastwise-endorsed Roll-on/Roll-off (RO/RO) vessels built exclusively in U.S. shipyards. The proposed lease structure is envisioned as a 20-year total period per hull, potentially organized as a five-year firm term with three additional five-year options. This RFI is intended for planning purposes to inform a lease versus buy decision and does not constitute a formal solicitation or a commitment to contract. Interested parties must submit unclassified responses by 5:00 PM PDT on August 31, 2026, to Mark Burns and Frank Wells. Submissions are limited to five pages, excluding title pages and schedules, and must be formatted with 12-point font and one-inch margins. The government is seeking detailed capability statements and feedback on eleven specific areas, including financing, charter structures, residual value, termination liability, federal credit support, and insurance allocation for war and machinery risks during military deployments. Responses should be sent electronically with the subject line Response to RFI – MARAD Roll-on/Roll-off Vessels, and any proprietary information must be clearly marked on each page.

The Department of the Interior, through the Ibc Acq Svcs Directorate, has issued a Request for Information under solicitation number 140D0427Q0880 to conduct market research for the USWFS Aerial Supervision Module Program. The objective is to identify vendors capable of providing a contractor-operated and maintained on-call multi-engine turbojet powered aircraft to serve as a Leadplane. Operations are expected to take place across the contiguous United States and Alaska, with occasional requirements in Canada and Mexico. Under the contemplated arrangement, the contractor is responsible for providing the aircraft, an instructor pilot, insurance, and all scheduled and unscheduled maintenance to ensure airworthiness according to FAA regulations and DOI policy. The government will provide the leadplane qualified pilot and fuel. This effort is currently in the planning phase; no funds have been authorized or appropriated, and this RFI does not constitute a formal solicitation or a promise to issue a Request for Proposal. Interested small or large businesses are requested to provide company details, NAICS size standards, and aircraft configuration capabilities by the response deadline of November 10, 2026.

Ladies and Gentlemen, U.S. European Command (USEUCOM) and U.S. Africa Command (USAFRICOM) would like to provide an update on the 2019 Joint EUCOM and AFRICOM Deployment and Distribution Conference (JEADDC). We are postponing this event until the spring of 2020. We have incorporated your feedback which enabled 2018's event to be a resounding success into our future planning. With over 300 attendees at the 2018 JEADDC, the industry majority demonstrated incredible depth of experience especially in the areas of mobility, transportation management, and multimodal operations. Strengthening partnerships with industry is key to improving our support to the Warfighter and our ability to provide multiple options for our Combatant Commanders. The 2020 JEADDC will enable U.S. Government, military, allies, and the private sector to develop "Partnerships to Strengthen Readiness" through coordination and innovation. The event is a premier opportunity for defense transportation and logistics practitioners to discuss challenges, opportunities, new technologies, and best practices to facilitate Department of Defense (DoD) initiatives. The 2020 JEADDC will provide significant recommendations for each Combatant Command's long term strategy to logistically set their theater to synchronize efforts with our Allies and the larger global DoD joint force. The National Defense Transportation Association (NTDA) is beginning a new semi-annual NDTA Regional Committee for the European and African geographic regions this year. This event will enable more frequent partnership opportunities. USEUCOM and USAFRICOM will participate in these events. For more information contact, Mr. Jerry Nickerson the NDTA Vice President Corporate Members Rheinland-Pfalz Chapter at jerry.nickerson@dhl.com. For more 2020 JEADDC information or to provide any specific topics please contact LCDR James Marsh at james.r.marsh36.mil@mail.mil or Maj Tahir Malik at tahir.m.malik6.fm@mail.mil. A more detailed 2020 JEADDC message with dates and venue will be sent by early Fall 2019. We look forward to seeing you in Spring 2020 or sooner!
