US Mail Delivery Services between Incheon Airport Military Mail Terminal (MMT), Busan MMT, And USFK Wide Military Post Offices (MPO)

The United States Forces Korea (USFK) is seeking a contractor to provide secure and efficient U.S. mail delivery services across key locations in Korea, including Incheon and Busan Military Mail Terminals (MMTs) and USFK Wide Military Post Offices (MPOs). The contract encompasses responsibilities such as packing, unpacking, loading, unloading, and transporting mail, with a focus on maintaining security and accountability through proper sealing and documentation. The contractor must supply specialized trucks with lockable metal bodies designed for hauling U.S. mail, along with additional trucks capable of carrying airline cargo containers or pallets, and electric forklifts for handling airline containers at the designated terminals. All vehicles and equipment are required to meet both U.S. and Korean safety and operational standards, with proof of compliance and insurance submitted annually. The contract is structured as a hybrid type, combining Firm-Fixed-Price and Requirement-based task orders, with an initial phase-in period from January 1 to January 31, 2026, to ensure operational readiness. The base period begins on February 1, 2026, and concludes on December 31, 2026, with options to extend up to four additional years through December 2030. Daily operations will involve managing up to 40 airline containers, handling approximately 2,500 mail pieces, and unloading weekly boat mail pallets. The solicitation, expected to be issued around a specified date, will be available on the SAM.gov website, with responses due by September 26, 2025. The contract is contingent upon funding availability, and the government reserves the right to cancel the solicitation at any time.
