AI Contract Overview
The U.S. Army Corps of Engineers (USACE) is conducting market research through a Sources Sought Notice to identify qualified industry sources for a forthcoming contract to provide comprehensive user training for the new Construction Management Platform (CMP), which will replace the legacy Resident Management System (RMS). This effort is managed by the Headquarters USACE Construction Management Innovation Office and the Construction Management Technology Modernization Office, with the objective of ensuring seamless adoption of the CMP by approximately 25,000 engineering, construction, project management, and support personnel, as well as external contractors and stakeholders worldwide. The training will be delivered through in-person and virtual modalities, with train-the-trainer sessions scheduled for October/November 2026 at the Kansas City, Missouri USACE District location. Respondents are required to submit a Statement of Qualifications not exceeding 15 pages, excluding appendices, and complete an attached questionnaire, both to be emailed to David A. Kaplan, the primary point of contact. The Government is not obligated to inform respondents of the results of this survey and will not reimburse any costs incurred in responding. The anticipated contract award will follow a Firm Fixed Price commercial service model under FAR 12, supplemented as appropriate by FAR 13 and FAR 15, and may involve a total or partial small business set-aside based on the responsiveness of the market. Large businesses must demonstrate experience working with small business subcontractors in their submissions. The contractor will be responsible for delivering training that ensures participants can confidently navigate the CMP interface, log interactions, track action items, and utilize dashboard applications, with strict performance benchmarks including a minimum 90% course completion rate and a 3.5 out of 5.0 average student satisfaction rating. All training materials and platforms must comply with Section 508 and WCAG 2.1 AA accessibility standards, as well as DoD cybersecurity requirements. Contractor personnel must undergo security vetting including NCIC-III and TSDB screening, complete AT Level I training via JKO, and comply with E-Verify and I-9 verification requirements. For international performance, DFARS clauses related to foreign work and compliance with Status of Forces Agreements apply. The period of performance extends through March 31, 2028, with no fixed contract value provided. All submissions must be in Microsoft Word or Adobe PDF format and submitted electronically by the deadline of April 30, 2026.
