(USAMRIID) Quality Assurance Support at Ft. Detrick RFI

This is a sources-sought notice issued by the U.S. Army Corps of Engineers, Huntsville Engineering & Support Center, under the Department of Defense, for market research purposes only and does not constitute a solicitation or request for proposals. The notice is exclusively open to 8(a) small business concerns and is intended to assess the capability of such entities to perform quality assurance support services for the procurement and installation of Utility Monitoring and Controls, Building Automation Systems, and Electronic Security Systems at the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) in Fort Detrick, Maryland. Respondents must provide detailed information on their experience, qualifications, and all applicable small business designations including small business, 8(a), HUBZone, Small Disadvantaged Business, Woman Owned, Minority, Native American, and Service-Disabled Veteran Owned status. The notice requires submission of company data such as name, business address, CAGE code, and Unique Entity Identifier (UEI), and mandates that all respondents confirm their status in SAM.gov. The underlying work, if awarded, would require a firm-fixed price contract with a 12-month base period and one optional 12-month extension, with performance limited to on-site support in Maryland. The government anticipates that the successful contractor will provide one full-time equivalent (FTE) who must be a U.S. citizen and hold a current Secret security clearance to access controlled unclassified information and support operations within BSL4 containment areas. All personnel must obtain and maintain a Common Access Card (CAC), which requires at least a favorably adjudicated NACI or equivalent background investigation. The contract would include stringent compliance requirements such as adherence to NFPA codes, BMBL, AAALAC standards, CDC biosafety protocols, OSHA standards, and EM 385-1-1. Contractors must submit a Quality Control Plan within ten business days of award, conduct an on-site quality review at 120 days, and implement immediate corrective actions for any deficiencies. Monthly progress reports must be submitted by the 10th of each month, and labor hours must be reported annually via sam.gov by October 31 for the preceding fiscal year.
