USCGC STORIS SUSTAINMENT SUPPORT SOURCES SOUGHT

The U.S. Coast Guard is seeking sources capable of providing comprehensive sustainment support for USCGC STORIS, a vessel requiring specialized operational and maintenance services to supplement Coast Guard personnel aboard the cutter and at shore locations in Seattle, WA; Alameda, CA; and Baltimore, MD. The effort is framed as a sources-sought notice, intended to gather market information to inform future procurement decisions rather than to issue a formal contract. Key requirements include the provision of ten certified mariners with current Standards of Training, Certification and Watchkeeping (STCW) endorsements, covering all critical roles from Master and Chief Mate through engineering positions including Chief Engineer and Qualified Member of the Engineering Department. In addition to crewing, contractors must demonstrate proven experience operating and maintaining large Offshore Supply Vessels exceeding 10,000 Gross Tons, with specific technical expertise in DP2 system redundancy certified by the International Association of Classification Societies, Polar Class 3 compliance, SER Schiffselektronik Rostock GmbH machinery control systems, Schottel GmbH controllable pitch propulsion, and Furuno Electronics-based integrated bridge systems provided by International Marine Systems. Continuous 24/7 technical support for high-priority onboard systems, including medium voltage switchgear, MPCMS, thrusters, dynamic positioning, towing winches, and propulsion, is mandatory. A dedicated Program Manager must be appointed as the single point of contact for the Contracting Officer and Contracting Officer’s Representative, with only one designated alternate allowed to act in their absence, and all personnel must be proficient in English. Travel expenses incurred for government-required missions outside local commuting areas will be reimbursed in accordance with FAR 31.205-46, with prior electronic approval required for all travel. Hot work and surface preservation are explicitly excluded from scope.
