AI Contract Overview
The USNS SALVOR (T-ARS 52) Mid-Term Availability (MTA) solicitation, identified as N6264926RL019, is a competitive procurement issued by NAVSUP Fleet Logistics Center Yokosuka for maintenance services to be performed between 21 April 2027 and 19 June 2027, with an optional extension period from 20 June to 4 July 2027. The contract is structured as a hybrid, combining Firm-Fixed Price for the base work (CLIN 0001) with Time and Materials (T&M) Not-to-Exceed CLINs for growth work (CLIN 0003 for labor and CLIN 0004 for material, subcontractor, and other direct costs, with a ceiling of $674,680.44). Performance must occur within the U.S. 7th Fleet Area of Responsibility, explicitly excluding India, and the work is to be conducted at the contractor’s facility. Technical requirements are detailed in the Work Item Specification Package MSC SSU 27-004 and related attachments in Section J, which include OEM cooperation, engineering support, quality control, and compliance with ABS standards. The contractor must flow down these quality standards to subcontractors for critical or complex items involving design, testing, inspection, or advanced metrology. All offerors must maintain an active SAM.gov registration, provide their Unique Entity Identifier (UEI), and submit proposals electronically to designated points of contact by the deadline of 27 July 2026, using secure DoD SAFE for sensitive documents. Proposals must be formatted in a single ZIP file with clearly labeled volumes, adhering to specific font, page, and software compatibility standards, with pricing information restricted exclusively to Volume 1. The evaluation is on a lowest price technically acceptable basis, where technical and past performance are pass/fail gates—any unacceptable rating renders the proposal ineligible—and non-price factors must be rated acceptable. The contracting officer retains control over T&M growth costs and requires formal written authorization before any costs are incurred. Invoicing must be submitted via WAWF and emailed to designated personnel, accompanied by a Material Inspection and Completion Report, with payments governed by FAR 52.232-25 Prompt Payment and DFARS-related clauses. The contract incorporates numerous FAR, DFARS, and NMCARS clauses, including security certifications,
