The Department of Homeland Security, through the Federal Emergency Management Agency, plans to award a sole-source fixed-price contract to Amtrak for emergency rail transportation services. This contract is intended to ensure the evacuation of at least 9,000 people within a 48-hour window from New Orleans and potentially other coastal urban areas along the Gulf and south Atlantic coasts, focusing on populations reliant on mass transit. The evacuation trains are to be operational within 24 hours of receiving an evacuation notice, with Amtrak and FEMA agreeing on final destination stations. The initial contract term extends from the award date through December 30, 2008, with the possibility of up to four one-year option extensions. This sole-source award is justified under the Federal Acquisition Regulation due to the unique capability of Amtrak, as it is the only provider capable of delivering intercity passenger rail service in this region, critical for disaster response scenarios similar to Hurricane Katrina. Competitive proposals are not being solicited, and all inquiries regarding the contract must be submitted in writing by email to the designated point of contact by June 1, 2008. The contract supports quick mobilization of essential transportation resources during emergencies, reinforcing safety for vulnerable populations dependent on rail transit during disaster evacuations.
