The Military Surface Deployment and Distribution Command (SDDC) Acquisition Center, acting on behalf of the 832nd US Army Transportation Battalion detachment in Cape Canaveral, Florida, plans to exercise a six-month extension option under the existing Stevedoring & Related Terminal Services (S&RTS) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Ambassador Services Inc. This extension, authorized under FAR clause 52.217-8 and relevant statutory authorities, will extend the contract’s period of performance from November 1, 2013, through April 30, 2014. The purpose is to ensure uninterrupted handling of Department of Defense export and import cargo services at the Cape Canaveral port, including vessel loading and discharge, cargo receipt and disposition, cargo stuffing and unstuffing, intra-terminal transfers, and overall terminal management expertise. This continuation is crucial as the current contract was set to expire on October 31, 2013, and the extension allows sufficient time to conduct a competitive follow-on procurement. This contract modification is a sole source action because Ambassador Services Inc. is currently the only responsible contractor capable of meeting the operational timelines without causing unacceptable delays to the agency. The extension will maintain the current contract rates and will not be subject to competition at this time. The acquisition falls under NAICS code 488320 with a size standard of $35.5 million. While this notice is not a solicitation for proposals, the government welcomes comments from interested and capable sources within 15 days of the posting for market research and planning purposes. All communication regarding this notice should be directed to the identified point of contact, and the government will not compensate respondents for submissions or provide feedback on the evaluation of information received.

NOTICE OF INTENT TO EXERCISE THE OPTION UNDER FAR CLAUSE 52.217-8, OPTION TO EXTEND SERVICES. The Military Surface Deployment and Distribution Command (SDDC) Acquisition Center on behalf of the SDDC 832nd US Army Transportation Battalion (832nd Trans Bn) dettachment, Cape Canaveral, Florida, intends to award a logical follow-on in the interest of economy and efficiency to an original order placed against the Stevedoring & Related Terminal Services (S&RTS) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract pursuant to FAR 52.217-8, Option to Extend Services. The current contract is scheduled to expire on 31 October 2013. The contract will be extended for six (6) months for a period of performance from 1 November 2013 through 30 April 2014 to allow sufficient time to solicit a follow-on requirement. This extension will provide for continuation of uninterrupted services to 832nd Trans Bn. The current contract with Ambassador Services Inc., covers S&RTS requirements for handling of Department of Defense (DoD) sponsored export and import cargo for the SDDC 832nd Trans Bn to include vessel loading, vessel discharging, receipt of cargo, disposition of cargo, stuffing/unstuffing of cargo, intra-terminal transfer of cargo and onward movement of cargo and management expertise at the Cape Canaveral port. A sole source modification is consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This notice is being posted because the option, under FAR 52.217-8, was not previously evaluated as part of initial task order award. This optional provision will be at the current rates specified in the current order, as allowed by FAR 52.217-8, and will extend performance. This option exercise will further allow for solicitation, evaluation, and award of a competitive follow-on procurement. The incumbent contractor is the only responsible offeror for this option as the Government would experience unacceptable delays in fulfilling agency requirements if this optional provision is not executed before the current order expiration date of 31 October 2013. The NAICS code for this requirement is 488320 with a size standard of $35.5M. This notice is not a request for proposals. Telephone inquiries will not be entertained. However, the Government will consider responses from all responsible sources received within 15 days of this posting. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required.
