VAMC AMERICAN LAKES BUILDING AUTOMATION (BAS) BASE + 4

The Department of Veterans Affairs, American Lake VA Medical Center, is contracting for comprehensive Building Automation System (BAS) sustainment, maintenance, repair, and lifecycle support under a base-plus-four-options contract running from July 1, 2026, through June 30, 2031. The contract, awarded as a Service-Disabled Veteran-Owned Small Business Set Aside to ARCIS FM LLC, requires continuous 24/7/365 operation of an ecStruxure-based BAS platform serving multiple buildings at the Tacoma medical center, including control of HVAC systems, air pressure relationships, temperature regulation, and air exchange rates to meet strict regulatory standards from the Joint Commission, CAP, CARF, and OMI. The scope includes labor, supervision, tools, proprietary software access, and technical expertise necessary to maintain Schneider Electric’s EcoStruxure platform, EBO Automation Servers, field controllers, operator workstations, networked controls, firmware, databases, and associated configuration files. A $50,000 annual allowance is provided for unplanned hardware failures and planned retirements, with all pricing for replacements subject to approved funding and discounted rates defined under the agreement. The contract features five annual performance periods, with the base year costing $284,000 and each subsequent option year costing $260,000, totaling a potential contract value of $1,324,000 if all four options are exercised. Performance is governed by the Performance Work Statement, requiring bi-annual inspection and reporting of BAS systems, systematic management of end-of-life controllers, and adherence to Service Contract Labor Standards and subcontracting limitations under VAAR 852.219-75, which restricts non-SDVOSB subcontracting to no more than 50% of contract value for services. The contractor must comply with all applicable federal, state, and local laws and incorporate mandatory FAR and VAAR clauses on whistleblower rights, contractor employee rights, System for Award Management registration and maintenance, personal identity verification, and electronic invoicing per VAAR 852.232-72.
