The Department of Commerce's National Institute of Standards and Technology (NIST) is seeking proposals from qualified small businesses to build a specialized platform designed for nanoscale spintronic device research. This platform must integrate a variable magnetic field and temperature control system, including a magnet, Dewar, variable temperature cryostat, magnetic power supply, and temperature controller. All components are required to be computer-controllable, allowing for precise and reliable setting and monitoring of both magnetic field and temperature. The design must feature low vibration at the sample site and support either a cryogen-free or liquid-helium recondensing Dewar. Additionally, the system should accommodate a NIST-developed vibrating sample magnetometer (VSM) or facilitate the integration of a commercial VSM add-on. The contract is a total small business set-aside under NAICS code 423490 and will be located in Boulder, Colorado. Proposals will be considered only from responsible small businesses, with large businesses excluded from consideration. The solicitation is tentatively scheduled for release on July 25, 2008, with proposals due by September 8, 2008, and awards anticipated in September 2008. Interested contractors must be registered in the Central Contractor Registry, complete the required online certifications, and possess a DUNS number. Contract details, specifications, and drawings will be electronically available through official federal websites, with no paper copies provided. The contracting office is based in Gaithersburg, Maryland, with Kathy L. Clark serving as the contract specialist.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
