Solicitation # AGENCY27-PURC-6552
The San Bernardino County Purchasing Department is soliciting proposals for Electronic Document Accessibility Remediation Services under solicitation AGENCY27-PURC-6552. The primary objective is to modify existing electronic documents to ensure they are perceivable, operable, understandable, and robust, adhering to WCAG 2.1 Level AA, PDF/UA (ISO 14289-1), and ADA Title II Rule H standards. The scope includes remediating a legacy backlog of approximately 109,331 pages and managing ongoing weekly volumes. Services must include the application of logical tag structures, meaningful alternative text, programmatic table and form remediation, and OCR for scanned documents, with verification performed via both automated tools and manual assistive technology testing. Award will be based on a Best Value Evaluation, weighing qualifications and experience (40 points), technical approach (25 points), security and data protection (20 points), and capacity, staffing, and cost (15 points). A 5% local preference is available for qualifying vendors. Selected contractors must provide a 90-day warranty on remediated documents and adhere to strict rework timelines. 27-08:Digital Scanning Services
Solicitation # 27-08
The Bossier Parish School Board (BPSB) in Louisiana is soliciting proposals under RFP 27-08 for a comprehensive, end-to-end digital scanning and conversion solution. The objective is to establish a scalable and repeatable approach for converting various record types and formats across multiple district departments into a digital format. Because BPSB currently lacks an Integrated Electronic Document Management System (IEDMS), the selected vendor must propose a solution for storing and indexing these records, with an initial expected user base of 25 to 50 personnel from IT, HR, Finance, and Special Education. The scope includes the retrieval of records from various locations, with the option for off-site scanning, and the eventual return or disposal of physical records in coordination with the State of Louisiana. The contract will be awarded to the vendor that best meets the district's needs based on a scoring process, with the highest-scoring proposal presented to the BPSB School Board for final award. Vendors must certify compliance with FERPA and HIPAA security and confidentiality standards and provide a detailed integration and timeline plan. While no specific budget or quantity of records has been established, vendors are required to describe their recommended approaches for OCR accuracy, indexing, and cybersecurity. Proposals must be submitted by October 27, 2026, via Bid Express or through physical delivery to the Central Office in Benton, Louisiana, including a signed original, three copies, and an electronic version on a jump drive.
