Laboratory Quality Control Materials and Quality Control Data ManagerThe U.S. Department of Health and Human Services, Indian Health Service Bemidji Area intends to award a sole source firm fixed price contract to BIO RAD for laboratory quality control materials and a quality control data manager to serve the Red Lake and Cass Lake Service Units in Minnesota. The decision to proceed without competition is based on the unique proprietary capabilities of BIO RAD’s Unity peer database, cross-platform compatibility, technical support, and online comparative tools, which are essential for the laboratory operations and cannot be met by any other supplier. BIO RAD is the only responsible source whose quality control products are compatible with the laboratories’ existing chemistry analyzers, making alternative vendors nonviable under the Federal Acquisition Regulation’s criteria for sole source justification. The procurement is classified under NAICS code 334516 for analytical laboratory instrument manufacturing and uses the PSC H166 for quality control services and laboratory equipment. The contract opportunity, identified by solicitation number IHS1528561, was posted on June 24, 2026, with a response deadline of July 3, 2026.
