Video Conferencing Telecommunication Services

The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM), Charleston, SC, utilizing the procedures at Federal Acquisitions Regulations Part 13, has a requirement for a cloud based video conferencing service that is non-proprietary and allows the largest range of video clients such as Skype, Microsoft Lync, Google Talk, smart devices such as iPhone and Android, and web browsers as well as traditional h.323 based clients. The service should allow for as many adhoc conferences at one time as needed and allow OCM remote staff to initiate video conferences on their own as needed. OCM would like to reduce the cost of travel, dependency on specific hardware platforms, and take advantage of the economy of scale which legacy hardware solutions do not provide. This will be a one-year contract with three option periods. For specifics and details please see the attached Statement of Work. This is a 100% small business set aside procurement. The North American Industry Classification System (NAICS) Code is 517919, with a size standard of $32.5 million. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Hard copies of the solicitation will not be available.
