Full Description
The purpose of this modification is to conduct the Contracting Officer’s annual agreement review and incorporate all applicable 2026 clause, provision, and Wage Determination updates into the VIPR I‑BPA. Vendor responses are due no later than 04/15/2026 at 1700 MST.
During this open period, vendors may request Government acceptance of the following changes:
1) Update company information
2) Replace currently awarded resource(s)
3) Add additional resource(s) through onboarding
4) Change host dispatch center(s) within advertisement zone; and
5) Propose new rates (subject to CO fair and reasonable rate analysis)
A non‑response to this modification constitutes acceptance of all VIPR 2026 terms and conditions. Failure to respond to updated Wage Determinations also forfeits the vendor’s opportunity to make annual changes to the agreement. Vendor responses submitted after the required date will be considered non‑responsive.
It is not the Government’s intent to modify VIPR agreements during the active fire season. Requests for changes outside the authorized rollover modification window create an undue administrative burden and are not standard practice. Modifications, technical reviews, or inspections requested outside the annual review period—or during the fire season (March through September)—may be significantly delayed, if considered at all, due to the unavailability of the Contracting Officer or Contract Operations staff. This is not a violation of the agreement. Requests for pricing adjustments for work performed outside the awarded GACC will not be considered.
Please note that an inactive SAM account will result in agreement suspension. An active SAM registration is required for payment eligibility. Entity Management information must be updated at least once every 365 days, or the registration will become inactive, as outlined in Section B.7 (Summary).
