The Treasury Inspector General for Tax Administration, via the Bureau of the Public Debt, plans to issue a sole-source purchase order to IPC New Orleans for the rental of antenna site space at the Energy Centre located at 1100 Poydras Street, New Orleans, LA. This arrangement will include a base period with three option periods, reflecting the unique nature of the requirement and the specific geographical location of the antenna towers, which limits acceptable sites to this one location only. As a result, no other proposals are being solicited, and the government relies on the authority provided by FAR 6.302 to engage a single source without issuing a formal solicitation or accepting substitutions. The purchase order is being awarded as a commercial item under FAR 13.5, emphasizing the streamlined procurement process. Interested parties were invited to submit written responses by October 1, 2007, to demonstrate the ability to meet contract requirements and potentially offer a more advantageous proposal. However, if no suitable responses were received, the government intended to proceed with a sole-source award to IPC New Orleans. The contract is referenced under solicitation number TGT-32030-08-0016, with contact through Contracting Officer Wayne G. Buechler. The contract pertains to NAICS code 532490, relating to the leasing of tower space.
