Under the Revolutionary FAR Overhaul (RFO), the Government achieves streamlined procurement by leveraging established, pre-vetted commercial channels to accelerate delivery. Therefore, competition for this requirement is restricted exclusively to current GSA Multiple Award Schedule (MAS) / Federal Supply Schedule (FSS) contract holders. This is not a request for open-market proposals, and no contract will be awarded directly from this SAM.gov posting. Open-market submissions will not be accepted, reviewed, or evaluated. William Beaumont Army Medical Center (WBAMC) at Fort Bliss, TX, is seeking a contractor to provide, deliver, and maintain a fully enclosed, operational Mobile Sterile Processing Unit (SPU) Trailer via a lease agreement. This unit will serve as a MISSION CRITICAL swing space while the internal Sterile Processing Department undergoes renovation.
Announcement to Offerors
1. Streamlined Procurement Authority:
This Request for Quote (RFQ) is being issued in accordance with the Revolutionary FAR Overhaul (RFO) Class Deviation for FAR Part 8 (Required Sources of Supplies and Services). Consistent with Executive Order 14275 ("Restoring Common Sense to Federal Procurement"), the Government is leveraging the streamlined, commercial best practices of the RFO to satisfy this requirement through established Federal Supply Schedules (FSS) / GSA Multiple Award Schedules. Open market quotes will not be accepted.
2. Exemption from 30-Day Open Market Resolicitation:
By utilizing the RFO's modernized framework for FAR Part 8, this procurement maximizes acquisition efficiency and is exempt from legacy open-market procedural delays, including the standard requirement of DFARS 215.371 (Only One Offer). Under this authority, if a solicitation is open for fewer than 30 days and only one offer is received, the Contracting Officer is not required to cancel and resolicit. The Government reserves the right to evaluate and make a rapid award based on initial quotes received—even if only one quote is received—provided the Contracting Officer can determine the price to be fair and reasonable based on pre-negotiated GSA/FSS schedule pricing.
