RFQ No. 44-047 Exhibition Services
Solicitation # 44-047
The Los Angeles Public Library is soliciting qualifications through RFQ No. 44-047 to establish contracts with experienced entities for professional exhibition services on an as-needed basis. The scope of work covers four primary functional areas: curatorial services to shape exhibitions, exhibition design to develop environments, graphic design for visual and interpretive materials, and installation and fabrication for producing physical components such as display cases and wall panels. All work must adhere to ADA accessibility standards, conservation guidelines for archival materials, and strict ethical and copyright standards. The resulting contracts will have a three-year term, with specific projects assigned via a Notice to Proceed that defines a not-to-exceed compensation amount. Proposals are due by January 11, 2027, and must be submitted as a single, searchable OCR PDF via Google Drive. Award selection is based on a scoring system conducted by an evaluation panel, with the City Librarian recommending proposers who score 80 or above for final approval by the Board of Library Commissioners. Contractors must comply with extensive City of Los Angeles regulatory requirements, including the Living Wage Ordinance, the Contractor Responsibility Ordinance, and the Equal Benefits and First Source Hiring Ordinances. Mandatory submissions include a non-collusion affidavit, child support compliance certification, and evidence of insurance for Workers Compensation, General Liability, and Automobile Liability, each with a minimum limit of 1 million dollars. Preference credits are available for certified local businesses through the Local Business Preference Program.

DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Art Guild Inc, located in West Deptford, NJ, under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for the purpose of acquiring wayfinding signs. The wayfinding signs are made of anodized aluminum panels. Annodizing is the chemical process that must be calibrated to ensure a match between batches. Art Guild is the only supplier who can reliably ensure that the new batch of signs will closely match the signs NIST already has installed. It is critical that all signs have the same color for both the anodized panel background and the vinyl lettering and fonts to be used. In addition, Art Guild as manufacturer of existing wayfinding signs currently installed at NIST, has the supplies that match in color and thickness to be able to duplicate and create the graphic overlays. A purchase order to acquire services will be negotiated and issued on or about September 29, 2014. No solicitation package will be issued. This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to janice.moten@nist.gov. The government will consider responses received by 9:00AM, EST, 29 Sep 2014. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 541490 and the size standard is 7.0 mil.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
