Wellness Vending Machine Services

East Texas A&M University is soliciting proposals under RFP B260006 for a qualified vendor to provide, install, and operate wellness vending machines at its campus in Commerce, Texas. The selected vendor will be responsible for the full lifecycle of the service, including installation, stocking, maintenance, and removal of machines capable of dispensing over-the-counter medications, emergency contraception, at-home STI and respiratory testing kits, and women's health products. The machines must ensure purchase privacy, feature flexible compartment sizes, and integrate with the University's Transact Campus (Illumina) card payment system. The contract consists of an initial one-year term with four optional one-year renewals. The University will incur zero costs for the acquisition and operation of the equipment; instead, the vendor must propose an attractive commission structure payable to the university. Award decisions will be based on the respondent's demonstrated competence, qualifications, and the reasonableness of the proposed fee, with preference given to businesses based in Texas. Compliance requirements include PCIDSS certification, adherence to TX-RAMP and federal Civil Rights Act 1964 standards, and completion of certified cybersecurity training. Proposals must be submitted by 3:00 PM CT on October 9, 2026, via the designated online portal or physical delivery, and must include a signed execution of offer, a completed proposal form, and a felony conviction notification.
