Full Description
1. NOTICE OF INTENT
The Department of Health and Human Services (HHS), Indian Health Service (IHS), Portland Area, Western Oregon Service Unit (WOSU), intends to award a sole-source firm-fixed-price commercial purchase order to Data Innovations LLC for Data Innovations Instrument Manager (IM) Software Standard Upgrade implementation services and IM Core Training for the Government’s existing laboratory instrument middleware environment.
This notice is being posted as a single-source notice. This notice is not a request for quotations, proposals, or bids. A written solicitation is not being issued at this time.
2. DESCRIPTION OF REQUIREMENT
The requirement is for the Government’s existing Data Innovations Instrument Manager (IM) environment used to interface laboratory diagnostic equipment with the RPMS Laboratory Package.
The scope includes:
(A) standard upgrade implementation services for the Government’s existing Data Innovations IM environment; and
(B) IM Core Training for up to four (4) Government personnel.
The contractor shall plan and execute a standard upgrade of the existing IM environment, including discovery, implementation planning, testing support, production cutover support, limited post-deployment support, and delivery of IM Core Training. The Government maintains its existing Data Innovations software licensing and support agreements. This requirement is for upgrade implementation services and training for the existing environment.
The anticipated period of performance from date of award is up to fifteen (15) months. Work may be performed remotely and/or on-site, as required.
3. AUTHORITY AND BASIS FOR SINGLE SOURCE
This acquisition is a commercial acquisition under FAR Part 12. In accordance with FAR 12.102(a), the Government has documented that only one source is available to satisfy this requirement and the basis for that determination.
The intended source is Data Innovations LLC. Data Innovations LLC is the sole developer, owner, and authorized service provider for the Instrument Manager (IM) software platform. All required upgrade packages, implementation services, proprietary drivers, licensed components, and IM Core Training for the Government’s existing IM environment are proprietary to Data Innovations LLC and cannot be provided by another party.
4. RESPONSES TO THIS NOTICE
This notice is not a solicitation for competitive quotations. However, any responsible source that believes it is capable of satisfying this requirement may submit a capability statement for Government consideration.
Capability statements shall clearly demonstrate:
(A) the capability to provide the required proprietary Data Innovations IM standard upgrade implementation services and IM Core Training for the Government’s existing environment; and
(B) relevant experience supporting or upgrading the Data Innovations Instrument Manager platform in an environment comparable to the Government’s existing environment.
Responses shall be submitted electronically to jacob.blalock@ihs.gov and PORAOAcquisition@ihs.gov no later than Monday, June 22nd, 2026, at 5:00 PM Pacific. Telephone responses will not be accepted.
The Government will review all capability statements received by the closing date of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse any costs associated with the preparation of responses to this notice.
5. ANTICIPATED AWARD
If no responsible source is identified that can demonstrate both the legal authority and the technical capability to satisfy the Government’s requirement for the proprietary Data Innovations IM upgrade implementation services and IM Core Training for the existing environment, the Government intends to proceed with a sole-source award to Data Innovations LLC.
