The United States Patent and Trademark Office (USPTO) plans to issue a purchase order to Wiley Subscription Services, Inc. for electronic access to over 250 Wiley e-books and online reference works. This access is vital for Patent Examiners as it provides essential research tools available around the clock, both on campus and remotely. The estimated contract value is $295,000, with an anticipated award date of June 19, 2015. Market research identified Wiley as the sole publisher and licensor for these required titles, justifying a non-competitive procurement approach under the USPTO's exemption from the Competition in Contracting Act and in alignment with internal acquisition guidelines. The contract falls under the NAICS code 511120 and supports the USPTO’s continued need for unlimited user access to these electronic resources. The procurement is being conducted through an Alternative Competition Method according to the Patent and Trademark Office Acquisition Guidelines and relevant federal statutes. The USPTO’s point of contact for this contract is Contract Specialist Dru R Olson, located in Alexandria, VA. This procurement is not open for competitive proposals, reflecting Wiley’s unique position as the sole source for these critical patent search materials.
