Meadowlands Sustainment
Solicitation # FA8819(10-2026)
The Space Systems Command, located at Los Angeles Air Force Base, is conducting market research through a Sources Sought notice to identify capable contractors for the sustainment of the Counter Communications System (CCS) Meadowlands. This effort involves the technical, logistical, software, and hardware support for a geographically dispersed fleet of up to 56 systems operating across the UHF, L, C, Ku, and KA RF bands. The scope of work includes organizational, intermediate, and depot-level maintenance, supply chain management for obsolescence and spares, and comprehensive software sustainment including cybersecurity remediation and configuration control. The systems are deployed across USCENTCOM and USPACOM, with additional support requirements for EUCOM, SOUTHCOM, and NORTHCOM. The government is considering a firm-fixed-price contract structure with potential performance incentives based on metrics such as mission-effective system-hours. The envisioned period of performance is approximately six years, consisting of a one-year base period and five option years. Due to the nature of the work, contractors must be capable of operating within secure facilities at various security levels, including Secret, TS/SCI, and SAP F. While currently listed with no set-aside, the government reserves the right to set the acquisition aside for small businesses, including woman-owned and socially disadvantaged firms. Interested parties must submit a Statement of Capabilities by November 18, 2026, detailing their technical approach to mission effectiveness, workforce surge capacity, and transition continuity.

Intent to Sole Source - Lunar Exploration Ground Sites (LEGS) Public Private Partnership (PPP)
Solicitation # 80GRC027R0003
NASA Glenn Research Center intends to award a sole source contract to KSAT Inc. under FAR 6.103-1 and FAR Part 12 to establish the Lunar Exploration Ground Sites (LEGS) through a Public Private Partnership. This initiative aims to develop a global network of ground stations providing high-availability, direct-to-Earth communications and navigation for NASA's Artemis and Moonbase initiatives. The network will support spacecraft operating between 36,000 kilometers and 2 million kilometers from Earth using X-band and Ka-band frequencies. The project involves integrating two NASA-provided 20-meter antennas and establishing at least four additional sites to ensure full redundancy. The contract has a period of performance of five years from award, with a phased operational rollout requiring three operational sites by October 15, 2027, six antennas for full redundancy by October 15, 2028, and an enhanced configuration of nine antennas by October 2029. The contractor must adhere to strict technical standards, including SCaN-SRD Revision 7 and International Communication System Interoperability Standards, while maintaining an Integrated Master Schedule. Security requirements are rigorous, necessitating compliance with NIST SP 800-171 for Controlled Unclassified Information and obtaining an Authorization to Operate for systems within the NASA environment. Acceptance of deliverables is subject to NASA's written approval following Factory and Site Acceptance Testing.

FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Wireless Local Area Network (WLAN) Baseband Verification Library License SOLICITATION NUMBER: SB1335-17-RQ-0522 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Keysight Technologies, Inc. located at P. O. Box 4026, Englewood, CO 80155-4026, adds WLAN IEEE-802.11 signal waveform library to the SystemVue computing engine (SystemVue is already owned at the location). The part number is W1917EP. The sole source justification is based on the following: This is a new requirement to add Wireless Local Area Network (WLAN) Baseband Verification Library License to the existing SystemVue computing engine. It contains an IEEE-8-2.11 waveform library that will enhance SystemVue's capabilities by allowing it to model the numerous 802.11 protocols and perform a technical analysis on them. To meet mission requirements, the NIST needs to procure an additional design tool (signal protocol/waveform) to the application's signal waveform library. It has an add-on capability specifically designed for, and to be used by, the SystemVue software application. This is not a stand-alone executable IT software product, expanding capabilities of existing software items that we already own. The proposed acquisition of the W1917EP WLAN Baseband Verification Library License will enhance the design, simulation, and analysis capability of our SystemVue software application. This is a commercial off-the-shelf (COTS) software item that isspecifically designed for use with the SystemVue product. It will add to the collection of other waveforms that we already have in our SystemVue's waveform library and will support additional design, simulation, and analysis scenarios being studied by ITS' "Interference Protection Criteria" project. As such, only components manufactured by Keysight meet the compatibility requirement and meet NIST's minimum requirements. The enhancement consists of the following: W1917EP: WLAN baseband verification library license -license certificate 1.00 EA 0002 R-35B-001-A: node-locked license 1.00 EA 0003 R-36B-001-L: 12 months upgrades and support-node locked Market research has shown that Keysight is the sole company who can provide this equipment to NIST. Given these facts, Keysight Technologies, Inc. is the only source reasonably available to provide the required library license. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST 07/31/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
