This solicitation, issued by the CDC Office of Acquisition Services under solicitation number 75D301-26-R-73374, seeks proposals for the World Trade Center Health Program (WTCHP) National Program Administrator (NPA) contract. The contract aims to procure comprehensive care coordination services for responders and survivors living outside the New York Metropolitan Area, in compliance with the James Zadroga Health and Compensation Act. The NPA contractor will support this nationwide program by managing key services such as a member support call center, appointment scheduling, medical benefit counseling, case management, and utilization management. The contract follows a hybrid pricing model incorporating both firm-fixed-price and time-and-materials elements and is intended to support a transition to a new service delivery model, replacing existing contracts with the HPS and NPN contractors. The estimated period of performance covers a base year from March 18, 2026, through March 17, 2027, with four one-year option periods extending through March 17, 2031. Offerors must first execute a Non-Disclosure Agreement (NDA) to gain access to the solicitation’s non-public attachments and sensitive data, which include critical labor category definitions, fully burdened labor rates, and other proprietary documents essential for proposal preparation. Proposal submissions are due by January 30, 2026, with questions accepted until January 5, 2026. Evaluation criteria prioritize technical capability and past performance over cost, using a trade-off methodology rather than a lowest-price technically acceptable approach. Key proposed volumes include Contract Management Approach, Member Service Center Operations, Staffing, and Similar Experience, with strict page limitations and formatting requirements. The contract includes stringent IT security and confidentiality mandates consistent with HIPAA, the Privacy Act, and applicable federal cybersecurity standards, including the development and maintenance of an Information System Security Plan and adherence to FISMA and NIST guidelines. The contractor must comply with CDC-specific requirements such as Section 508 accessibility for deliverables, proper data handling, and incident reporting, with contract administration conducted remotely and invoicing via the CDC’s Invoice Processing Platform. Overall, this contract addresses the critical need for centralized and comprehensive health care administration for the WTCHP’s nationwide enrollees, emphasizing robust security, compliance, and quality service delivery.
