The 55th Contracting Squadron of the Department of Defense is seeking to procure a unique air show act for the 2026 Offutt Air Force Base "Defenders of Freedom" Air and Space Show, scheduled for August 8 and 9, 2026. This act involves a full reenactment of a World War II era air-to-ground attack featuring eight replica Japanese aircraft, including Mitsubishi A6M Zero fighters, Aichi D3A dive bombers, and Nakajima B5N torpedo bombers, supported by realistic ground-based pyrotechnics and a historical narration. The performance requires specialized pilots certified by the FAA and Commemorative Air Force, and a pyrotechnic team holding both state and federal licenses to handle high-hazard explosives. The government intends to award this contract on a sole source basis to the Commemorative Air Force's Tora Tora Tora, the only responsible entity capable of meeting the specific requirements of this reenactment. Due to the unique nature of the performance and expertise involved, no competition will be set aside for small businesses under NAICS code 711320. However, other interested parties may submit their capabilities and alternative solutions by the June 16, 2026 deadline for consideration. If sufficient competitive proposals are received that meet technical requirements, a contract may be awarded to the lowest priced, technically acceptable offer. All communications and submissions are to be directed to the contracting officer at Offutt AFB, Nebraska.
